Flooding havoc
More than a month's rain in 24 hours; last night, 11,000 homes and businesses were at risk; and around 80 flood warnings and alerts are still in place. Those are the vital statistics after heavy downpours forced people to flee their homes overnight. Northern England and Scotland are worst hit, although if you're one of the unhappy campers at the Isle of Wight music festival you'd vouch for the fact that the inclement weather knows no bounds or borders.The Environment Agency's Mark Scott just told me it was a difficult "balancing act" getting the right flood defences in place, given the financial constraints. Some £400m has been cut from the flood defence budget. Jane Deith will have the latest.
