Northern England and Scotland are worst hit, although if you're one of the unhappy campers at the Isle of Wight music festival you'd vouch for the fact that the inclement weather knows no bounds or borders.The Environment Agency's Mark Scott just told me it was a difficult "balancing act" getting the right flood defences in place, given the financial constraints.
