Underrättelseverksamheten mot bland annat terrorism i USA har växt sig så stor sedan 11 september 2001 att myndigheterna själva har svårt att greppa omfattningen och ens avgöra nyttan med verksamheten. Det visar en undersökning som tidningen Washington Post har gjort. Reporter: Marcus Eriksson, New York/Ekot. 2010-07-19.
President Barack Obama vidhöll vikten av fortsatt kamp mot terrorismen i januari, efter att en man kopplad till extremister i Jemen under juldagen förra året smugglat med sig sprängmedel ombord på ett plan på väg mot Detroit.
Och sedan terrorattacken på World Trade Center 11 september 2001 har den amerikanska underrättelseverksamheten mot terrorism växt sig så stor att ingen egentligen tycks ha någon koll på hur stor den är, rapporterar tidningen Washington Post, som har granskat den dolda strukturen i två års tid.
Närmare 1 300 myndighetsorganisationer och 2 000 privata företag arbetar nu med underrättelseprogrammen på över 10 000 platser i landet, visar delar av genomgången. 33 byggnader och komplex har byggts eller är under konstruktion, på en sammanlagd yta som nära tre Pentagon.
Det betyder också enligt tidningen att över 850 000 personer har tillgång till amerikanska topphemligheter.
Man anar nu att samma jobb görs på flera ställen. Exempelvis granskar 51 myndigheter i 15 amerikanska städer just pengaflöden mellan terroristnätverk. Och då det produceras runt 50 000 rapporter varje år blir de i princip ignorerade i slutänden.
Det har växt så mycket att inte bara chefen över underrättelseverksamheten har svårt att greppa det, även försvarsdepartementet har det, säger försvarsminister Robert Gates.
Pentagon har oroats över utvecklingen, säger CNN:s Pentagonkommentator Barbara Starr.
– Vi vet att det växt snabbt och finns ineffektivitet, men vi tror oss också ha stoppat attacker, meddelar talespersoner enligt Barbara Starr vid CNN.
Nyheten har väckt stor uppmärksamhet i USA, ett land med grava ekonomiska underskott och där det i dagsläget är svårt att motivera en gigantisk verksamhet som i dagsläget tycks omöjlig att utvärdera.
Med största sannolikhet är mer reaktioner att vänta.

This morning, the Washington Post began a series of articles on the growth of the Intelligence Community following the terrorist attacks on 9/11. The reporting does not reflect the Intelligence Community we know.
We accept that we operate in an environment that limits the amount of information we can share. However, the fact is, the men and women of the Intelligence Community have improved our operations, thwarted attacks, and are achieving untold successes every day.
In recent years, we have reformed the IC in ways that have improved the quality, quantity, regularity, and speed of our support to policymakers, warfighters, and homeland defenders, and we will continue our reform efforts. We provide oversight, while also encouraging initiative. We work constantly to reduce inefficiencies and redundancies, while preserving a degree of intentional overlap among agencies to strengthen analysis, challenge conventional thinking, and eliminate single points of failure. We are mindful of the size of our contractor ranks, but greatly value the critical flexibility and specialized skills they contribute to our mission.
The challenges that lie ahead are difficult and complex. We will continue to scrutinize our own operations, seek ways to improve and adapt, and work with Congress on its crucial oversight and reform efforts. We can always do better, and we will. And the importance of our mission and our commitment to keeping America safe will remain steadfast, whether they are reflected in the day’s news or not.
