Kobolt – en konfliktfylld metall
Kobolt är en huvudkomponent i de moderna batterier som driver våra mobiltelefoner, datorer och elbilar. Men hur hållbar är produktionen av kobolt?
Kobolt är ofta en huvudkomponent i dagens batterier, främst i den positiva elektroden (katoden). Batterier av nickel-kadmium (Ni-Cd) och nickel-metallhybrid (NiMH) består generellt av mellan en och fem procent kobolt, medan ett litiumjonbatteri kan innehålla upp mot 50 procent kobolt. Att ersätta kobolt i dessa batterier med ett annat material är inte möjligt, däremot finns andra typer av batterier utan kobolt, men dessa har sämre kapacitet. Att exempelvis använda blybatterier i elbilar är tekniskt möjligt, men batterierna skulle bli så stora att bilen blir praktiskt omöjlig. Förutom i batterier används kobolt i superlegeringar, hårda material, magneter och i produktion av olika kemikalier. Forskning pågår för att göra batterier mindre beroende av kobolt.
Enligt EU är mängden återvunnet kobolt som finns tillgänglig för tillverkare noll procent. Kobolten kommer istället från gruvproduktion, där den främsta producenten är Kongo med 64 procent av världsproduktionen. Efter Kongo kommer ett flertal länder med betydligt lägre andel av marknaden, bland annat Kina, Kanada, Australien och Zambia med mellan fyra och fem procent av världsproduktionen vardera. Totalt produceras kobolt i 19 länder, varav två inom EU; Finland med en procent av världsproduktionen och Nya Kaledonien (ögrupp i Melanesien som tillhör Frankrike) med två procent.
Kobolt bryts ofta som biprodukt till koppar eller nickel. Gruvbrytning sker i huvudsak storskaligt, men även småskalig gruvbrytning för hand äger rum, bland annat i Kongo. Amnesty International har observerat brott mot mänskliga rättigheter och barnarbete vid småskalig gruvbrytning i Kongo. Efter brytning krossas och anrikas koboltmalmen, för att sedan smältas till metallkoncentrat som går vidare till tillverkare, på samma sätt som för många andra metaller. I flera fall skickas malmen eller koncentratet vidare till andra länder för produktion av metall. Företag i Kina äger de flesta koboltgruvorna i Kongo, och råvaran från Kongo anrikas i Kina.
Bland annat på grund av den internationella handel som sker är det svårt för konsumenter att spåra ursprunget av metaller. Enligt EU kommer 49 procent av den importerade kobolten ursprungligen från Kongo och resterande från ett flertal andra länder. EU är till stor del beroende av import av kobolt för att tillgodose den stora efterfrågan från Europas industri.
Priset på kobolt är högt, inte minst då tillgången är riskfylld. Kongo är ett politiskt ostabilt land och ett enda land, Kina, kontrollerar stora delar av koboltmarknaden i världen. Detta har gjort att prospektering efter kobolt ökat på flera platser inom EU, inte minst i Sverige. Sverige är rikt på mineral och kobolt har hittats på flera platser, bland annat i Kleva gruva i Jönköpings län, Venafältet i Bergslagen, Kiskamavaara nära Kiruna och kring Lainjaur i Skelleftefältet. De kända mineraltillgångarna i Sverige ligger på omkring 19 000 ton. Ytterligare potential finns då stora delar av Sveriges berggrund ännu inte är undersökt med avseende på kobolt och andra innovationskritiska metaller.
Flera EU-projekt för att minska importberoendet av kobolt pågår, bland annat inom prospektering och forskning på batteriteknik och återvinning. Sverige spelar en viktig roll som en av de största gruvnationerna inom EU, med stor potential att producera metaller både genom gruvbrytning och återvinning.
Tyngdpunkten i Stockholms skärgårdstrafik flyttas längre ut, resenärer får ta buss eller bil till Stavsnäs, Årsta brygga eller Simpnäs. Bara båtar till Vaxholm och Grinda ska fortsatt gå från Strömkajen. Det föreslår regionens sjötrafikutredning. – Utredningen är inte politiskt behandlad. Jag vill vara väldigt tydlig med att vi vill ta chansen att lyssna in synpunkter och få en diskussion om hur trafiken ska förbättras, säger skärgårdsregionrådet Gustav Hemming (C).
Wisconsin Reels After Police Shooting and Second Night of Protests Jacob Blake, a Black resident of Kenosha, was shot in the back, setting off condemnations from Wisconsin’s governor and Joe Biden, the Democrats’ presidential nominee.
KENOSHA, Wis. — When Annie Hurst stepped outside her house on Sunday night, she saw something that made her scream.
Across the street, a police officer was aiming his gun at Jacob Blake, her neighbor, as he tried to get into his car with three of his children in the back seat. The officer grabbed him by his shirt and fired several times, shooting him in the back.
Within hours, graphic video of the shooting was racing across social media, and Kenosha erupted into protest, looting and fires downtown.
By late Monday, 125 members of the Wisconsin National Guard had been deployed to Kenosha, and hundreds of demonstrators marched through the streets in a second night of protest, in defiance of an 8 p.m. curfew. Near the county courthouse, officers tried to disperse the crowd with tear gas as protesters threw water bottles and set off fireworks near a line of officers in riot gear. A furniture store was set afire, and street lamps were knocked down.
The scene of a white police officer shooting a Black man continues to occur with devastating frequency in the United States, even at the end of a summer marked by widespread protests and calls for reform after the killing of George Floyd in Minneapolis.
Kenosha, a city of 100,000 that a generation ago was a carmaking powerhouse, is the latest place where a police shooting left residents reeling. The shooting, which was captured in a brief but searing video by another neighbor, drew immediate condemnation from Gov. Tony Evers of Wisconsin, a Democrat, and set off protests throughout Kenosha’s small downtown area on the shore of Lake Michigan.
The shooting instantly became a rallying cry for demonstrators in cities like Portland, Ore., Madison, Wis., and Chicago, and a topic in the presidential race, where Wisconsin is a crucial battleground state. On Monday, as Republicans were kicking off their national convention, Joseph R. Biden Jr., the Democratic nominee for president, spoke out against the police officer’s actions. “The nation wakes up yet again with grief and outrage that yet another Black American is a victim of excessive force,” he said.
Around Kenosha on Monday morning, dump trucks that had been set ablaze outside the county courthouse were still sending an acrid smell through the air. Stunned shop owners swept up glass that had been smashed overnight, and boarded up their storefronts with sheets of plywood.
The police offered little detail about what had happened in the shooting, saying only that an officer had shot Mr. Blake while responding to a domestic incident. Local and state officials declined on Monday to provide detailed information about the officers who responded.
Mr. Blake, 29, was in stable condition at a nearby hospital on Monday.
The investigation was immediately turned over by the Kenosha Police Department to the Wisconsin Department of Justice, and the three officers who were at the scene were placed on administrative leave.
“What I saw in that video is disturbing,” said Anthony Kennedy, a Kenosha alderman who represents Mr. Blake’s district. “It is heartbreaking. And I don’t have an answer for what happened.”
While body cameras have become standard in many police departments around the country, they have been a matter of debate in Kenosha. Police officers in the city do not wear body cameras now, though the city plans to start using them in 2022, city officials said. Police cars are generally equipped with dashboard cameras.
Neighbors described an ordinary Sunday afternoon that suddenly and swiftly turned violent.
Shortly before the shooting, Mr. Blake, who worked as a security guard, stopped next door at the apartment of a friend, Donnell Lauderdale. Mr. Blake was carrying gifts for Mr. Lauderdale’s 8-year-old son.
“He had a bag full of presents,” Mr. Lauderdale said, standing outside his home. “He’s a family man. He takes good care of his kids.” Three of Mr. Blake’s six children — aged 8, 5 and 3 — are believed to have been in the back seat of the car when the shooting took place.

The Brazilian president Jair Bolsonaro has told a journalist he would like to “smash your face in” after being questioned over reports of a series of mystery payments into his wife’s bank account by a former police officer with alleged links to the Rio de Janeiro underworld.
Reports in the Brazilian media have claimed that between 2011 and 2017 at least 89,000 reais (about £12,000) were paid into the account of Brazil’s first lady, Michelle Bolsonaro.
The mystery deposits were allegedly made by Fabrício Queiroz, a longtime friend of Bolsonaro who was recently arrested as part of a corruption investigation into one of the president’s sons, and Queiroz’s wife, Marcia Aguiar. Flávio Bolsonaro and Queiroz have denied the corruption allegations.

Bolsonaro, who swept to power in 2018 vowing to stamp out corruption, has yet to adequately explain the payments and reacted peevishly when asked about them on Sunday.
“What I’d really like to do is smash your face in, yeah?” the far-right populist was filmed telling a reporter from one of Brazil’s leading newspapers, O Globo.
As he stood outside the Catholic Cathedral of Brasília, Bolsonaro then branded the journalist a safado (dirtbag).
His comments sparked immediate condemnation from members of the media and opposition politicians.
“This kind of behaviour not only demonstrates a lack of manners – it is also an attempt to intimidate the press and prevent awkward questioning,” the president of the Brazilian Press Association, Paulo Jeronimo told O Globo.
Within minutes of Bolsonaro’s remarks being reported, Brazilian journalists had launched a coordinated online campaign, repeatedly tweeting the very same question at their president. “President Jair Bolsonaro, why did your wife Michelle receive 89,000 reais from Fabrício Queiroz?” they asked.
There was no immediate response from Bolsonaro’s account, which has 6.6 million followers.
But by Sunday evening, the campaign had gone viral with some of Brazil’s most famous activists, academics and artists, including the legendary composer Caetano Veloso, joining the journalists’ chorus.
“We’ve got a playground bully in the presidential palace,” tweeted the left-wing politician Marcelo Freixo. “Why won’t he answer the question?”
Queiroz has known Bolsonaro since the 1980s and had reportedly also previously worked in the same police battalion as one of the most feared members of the Rio mafia: a notorious Brazilian hitman called Adriano da Nóbrega.
Nóbrega, allegedly one of the leaders of a gang of contract killers called the Escritório do Crime (Crime Bureau), was shot dead by police in February this year after going into hiding on a ranch in north-east Brazil.
