Panel of distinguished world figures wants an end to 50-year war on drugs

It isn't working. It never has worked. And so long as it continues to be fought in its current form, the "war on drugs" will do little to curb the spread of illegal narcotics or prevent
hundreds of thousands of people from continuing to lose their lives each year as a result of the international drug trade.

So says a panel of world leaders who called yesterday for the biggest shake-up of drug laws in half a century. "The global war on drugs has failed, with devastating consequences for individuals and societies around the world," declared the Global Commission on Drug Policy. "Fundamental reforms... are urgently needed."
The Commission, which counts the former UN Secretary General Kofi Annan along with former presidents of Brazil, Mexico and Colombia as members, believes governments must now experiment with "legal regulation of drugs." "This recommendation applies especially to cannabis," reads a major report it published in New York yesterday. "But we would also encourage other experiments in decriminalisation."

The Independent is a British national morning newspaper published in London by Independent Print Limited, owned since 2010 by the former KGB officer Alexander Lebedev. It is nicknamed the Indy, while the Sunday edition, The Independent on Sunday, is the Sindy. Launched in 1986, it is one of the youngest UK national daily newspapers. The daily edition was named National Newspaper of the Year at the 2004 British Press Awards.

Originally a broadsheet newspaper, since 2003 it has been published in a tabloid (or self-described 'compact') format. The Independent is regarded as leaning to the left politically, although it has not affiliated itself to any political party and a range of views can be found on its editorial and comment pages. The paper had a certified average daily circulation of 183,547 copies in February 2010, down 10.88% from the previous year.

The Independent är en av Storbritanniens fyra största kvalitetsdagstidningar. Den har smeknamnet Indie, och söndagsutgåvan The Independent on Sunday kallas analogt för Sindie. Huvudkontoret finns i Canary Wharf i London. Läsartappet hör till den allmänna trenden för de brittiska dagstidningarna. Vardagsutgåvan av Independent utsågs 2004 till National Newspaper of the Year (årets rikstidning) av British Press Award (Brittiska pressens pris).
