Afghan leaders denounce 'merciless' civilian deaths

KABUL, Afghanistan — NATO's top commander in Afghanistan apologized Wednesday for the accidental killing of nine Afghan boys and ordered attack helicopter crews to be briefed again on his directive for preventing civilian deaths.
